This World Bank report argues that the lack of market contestability in the MENA region makes it hard for new firms to start up and expand—so employment cannot grow fast enough to keep up with the growth of the working-age population. In addition, the report underlines the limited market dynamism and stunted job creation that continues to depress MENA's private sector. Finally, the report highlights the importance of understanding the policies and regulations hindering market contestability.
South Africa’s paid care economy contributes 13.8% towards total employment in the labour market and is largely undertaken by women – estimated at 84% in Graph 1 below.
Historically, the care economy has been a neglected sector, however, recent attention has been brought to it by South Africa’s President, Cyril Ramaphosa. This presents an opportunity to create momentum around expanding solutions for the care economy.
This report is structured to dive into each of the care economy sectors, starting with early childhood development, and then education, healthcare and domestic work. Each section will provide an overview of the sector, specify key operators, outline challenges and bottlenecks, and identify opportunities for targeted investment.
This discussion paper was prepared by the OECD at the request of Indonesia G20 Presidency to support the discussions in the G20 Tourism Working Group on 23 September 2022, and the G20 Tourism Ministers Meeting on 26 September 2022. The paper i) provides an overview of the links between tourism and cultural and creative sectors, ii) outlines the importance of cultural and creative sectors internationally, iii) discusses the benefits and challenges of creating a more integrated approach to cultural and creative tourism policy, and iv) suggests issues for discussion and areas for further G20 cooperation.
Based on new quantitative and qualitative data tailored for this research, we suggest different ways in which museums in LAC—at the core of a network formed by other creative industries—can resume and enhance growth. Here we consider a museum a space for innovation, social transformation, digital disruption and economic development. In addition, we intend to look at their paramount and yet not sufficiently explored opportunities, their challenges, and their ongoing and future strategies, especially in the context of their relation to new technologies, since the onset of COVID-19. Music and Performing Arts: Digital Trends and Strategies is part of the IDB’s editorial series, Art, Culture and New Technologies in Latin America and the Caribbean, that aims at identifying the ways in which technology can drive innovation in the creative economy. The sector generates a multidimensional impact rarely analyzed from an economic perspective, considering them productive activities worthy of attention and promotion. These industries provide entertainment while also contributing to the economy by creating jobs —many of them based on innovation and creativity—, creating attractive assets for investment, talent and tourism, and by fostering social cohesion, while promoting mutual understanding and empathy.

This report, “Pathways to digital skills development for Latino workers,” presents findings from a nationwide survey and in-depth interviews with employers of Latino frontline workers and workforce development organizations. The publication also identifies promising business practices and ecosystem approaches to developing the digital skills of the Latino workforce. Finally, the report concludes with a call-to-action for employers and workforce organizations to get involved in the planning process around the Digital Equity Act programs, to start in Summer 2022.
This OECD paper reviews the experiences of OECD countries that have contracted out employment services through outcome-based payment schemes, focusing on the job brokerage, counselling and case-management employment services typically provided by public agencies. It highlights the need to carefully consider questions related to the design and implementation of this form of contracting: fostering competition amongst potential providers, setting appropriate minimum service requirements and prices for different client groups, and ensuring the accountability of providers through monitoring and evaluations.
This article draws on 70 interviews in addition to participant observations to highlight the role of gig economy platforms in producing a novel form of reputational insecurity. This insecurity is generated by platforms disrupting the traditional operation of industry reputation in freelance markets.
The EU/UNESCO programme ‘Supporting new regulatory frameworks to strengthen the cultural and creative industries and promote South‑South cooperation’, implemented in 12 UNESCO Member States between 2018 and 2022, leveraged peer‑to‑peer learning as an innovative and effective way to create, strengthen and update policies and regulatory frameworks that support creativity, while promoting diplomatic and cultural exchanges between peers. This toolkit captures the success of the programme. It details each phase of the peer‑to‑peer learning process, lists dos and don’ts, and offers key recommendations. Policymakers, civil society representatives, cultural practitioners and stakeholders are invited to rely on the guidance provided by this tool to develop better informed and stronger policies and regulatory frameworks for creativity, as well as strong networks among creative sectors.
From dance to puppetry, museums to festivals, indigenous creators to intangible heritage practitioners, thousands of individuals and organizations joined the movement to make their voices heard. Over 350 ResiliArt roundtables were organized in less than two and a half years, providing UNE-SCO with an unprecedented number of first-hand accounts of what it means to be a creator today and pointing towards the necessary transformations to ensure a more sustain-able sector.
This UNDP report aims to understand the needs of LGBTI young people and Young Key Populations (YKP) in the AIDS response in the Asia-Pacific region, in their quest for more secure digital spaces and improved experiences of digital citizenship. The assessment also acts as guidance material for Youth-led organizations (Youth Lead and Y-Peer) to develop their own tools and resources for their communities and support grassroot level organizations to build online platforms for advocacy.
While music rights holders are collectively being remunerated more than ever before, the (re)distribution of revenue in the music streaming value chain remains extremely uneven and opaque. When the COVID-19 pandemic curtailed live performance opportunities, it became clear that despite the success of music streaming, the great majority of artists remain unable to rely on digital revenues alone to sustain their livelihoods. This policy brief provides a critical overview of the challenges and opportunities posed by different revenue-sharing systems for the music sector’s main stakeholders, including artists, composers, labels, and distributors, while also identifying how these systems, can have an impact on the diversity of cultural expressions more generally. Building upon secondary research and interviews conducted with a variety of industry experts, it sheds light on existing initiatives which serve to improve diversity in the sector, summarise the main trends observed, and offers perspectives to ensure that the industry not only operates in a sustainable manner, but that it is ultimately representative of all those who desire to participate in it.
The cultural and creative sectors were among the hardest hit by the pandemic, with over 10 million jobs lost in 2020 alone. Public investment in culture has been declining over the last decade and creative professions remain overall unstable and underregulated. Although culture and entertainment are major employers of women (48.1%), gender equality is a distant prospect. Re|Shaping Policies for Creativity – Addressing culture as a global public good offers insightful new data that shed light on emerging trends at a global level, as well as putting forward policy recommendations to foster creative ecosystems that contribute to a sustainable world by 2030 and beyond.
This book describes the forms of copyright-based transactions and contractual practices that together form what could loosely be described as an international standard. It can be observed in countries where film and audiovisual production industries have reached a certain level of maturity in terms of legal, financing and distribution infrastructures. Some countries where such industries are still emergent face challenges in delivering a supportive infrastructure for creators, producers, performers and other right holders to access the national copyright framework and ensure they are appropriately protected and incentivized by it. Experience also shows that – over a certain budget level – no matter where a producer lives and works, they will need to reach out to the international community of film financiers and distributors, and so become familiar with the global market for film rights and the legal standard required to establish the necessary copyright documentation.
This document is an overview of the lessons learned from an IFAD project on scaling up rural youth access to inclusive financial services for entrepreneurship and employment implemented in Kenya, Uganda, Rwanda and Burundi. It contributes to shaping regional policy dialogues and strategies for supporting youth integration in the rural development space and will inform the design of future youth projects in IFAD.
This study maps the state of skill development of indigenous children, youth and adults throughout Latin America and the Caribbean (LAC). It identifies the main challenges to skills development among LACs indigenous peoples at the five life stages infancy/early childhood, childhood and preadolescence, adolescence, young adulthood, and adulthood. It summarizes evidence-based policies and programs that address access and achievement gaps between indigenous and non-indigenous children, youth, and adults gasp that affect the development of lifelong skills and participation in the labor market. Based on the analysis, we highlight lessons learned and recommend lines of action.
It is widely accepted that schools and other settings catering to youth can play an essential role in offering education in life skills and character. However, there exists a broad array of potential targets for such programs, suggesting the need for guidance on which targets are most likely to result in demonstrable and valuable results. This report attempts to integrate a broad literature addressing the universe of targets for skills development programs for youth. After identifying a set of 30 candidate skills to investigate further, research literature was reviewed to evaluate each skill on three dimensions. Measurability had to do with the extent to which adequate measurement tools were available for evaluating skill level, with emphasis on those tools specifically used for younger populations and available in multiple languages, particularly in Spanish. Malleability had to do with the extent to which there is evidence that interventions have the potential to modify skill level, with emphasis on those that have been extensively evaluated through randomized controlled trials. Finally, meaningfulness had to do with the extent to which evidence exists demonstrating that the higher levels of skill can result in consequential outcomes. Based on these criteria, 10 skills were selected for further review as having the most compelling evidence to date that they are life skills that matter: Mindfulness, Empathy and compassion, Self-efficacy/ Self-determination, Problem solving, Critical thinking, Goal orientation and goal completion, Resilience/Stress resistance, Self-awareness, Purposefulness, and Self-regulation/Self-control/Emotion regulation. The evidence for each is summarized. We finish with a review of key issues to consider in the design, implementation, and evaluation of life skills that matter.
